Free net camera hacker v3.0 games

I just bought a new PC with a Xeon processor. The CPU has a pretty good passmark score, so I was hoping to be able to just use x264 encoder for video recording. It's not optimized for gaming tho so I'm not sure if will be under extra strain from trying to run games or if my GPU will just do most of the heavy lifting.
However, it seems like a good idea to also have a video card I can use for recording in case my CPU has too much strain on it. If that's the case, that means I should probably get a video card from Nvidia? My understanding is that AMD doesn't have (good) support for recording codecs.
If I were to buy a card now, I'd probably go with a GTX 1660 Super, but I was also considering just using my 1050 ti until next year and then maybe buy an RTX 2060. However, I've also been eyeing the RX 5600 XT and 5700 XT, but I'm concerned with their recording capability since they're not made by Nvida.
My other main question besides whether I should get a Nvidia card is whether the prices are going to drop much over the next 8 months. If they're only going to drop like $30-40 then I'm not sure it's worth the wait. The other reason to wait is just to find out if AMD improves their drivers (the other main issue AMD cards besides their inferior encoder recording support)

He also said that if you too long after next gen cards release, the old gen will sell out (and only be available in used markets) so I won't be able to get without warranty. Another thing is that Intel is starting to make cards.
Just a few quick things before this turns into a wall of text

• I don't care about ray tracing. I can just disable them for FPS boost anyways and I'll wait for next gen cards
  
• I don't really need a new card until I buy Elden ring which will be January at the earliest. I'm playing mostly older games atm and can upscale to 1440p for now
  
• My new CPU is probably fine for x264 under normal circumstances (although the Xeon x5680 I've been using for the past 4 years was a little disappointing), but there are some things that can add extra strain such as using an emulator and also this web camera program called Snap Camera which adds Snapchat filters to your image
  
• Using the 1050 ti in my new system (rather than upgrading immediately) will allow me to test the x264 encoding capability at 1440p/60fps (I'd play the game at 1080p, but set canvas size in OBS to 1440p, or just play and older game in 1440p).
